Nicole COUTRELIS is a lawyer at the
Paris Bar since 1985. Before starting her private practice, she was
at the French "Office National Interprofessionnel des Céréales"
(Cereals Authority) where she was in charge of the European Affairs
(1972-1978). She was then nominated at the French Permanent Representation
to the EC in Brussels, ("Attaché Agricole" from 1978
to 1982) and joined afterwards the Legal Service of the European Commission
(1982-1985). |

Nicole COUTRELIS is a partner of COUTRELIS & ASSOCIES, a French
Law Firm with Offices in Paris and in Brussels, specializing in
EU Law, mainly in Antitrust, Agriculture, Food and Drug regulations,
Alcoholic Beverages, Free Movement of Goods and all matters related
to the Single Market. She is particularly in charge of the Food
Law Practice of the Firm, counseling, lobbying and litigating, in
France, in other Member States of the EU and before the European
Court of Justice and Court of First Instance in Luxembourg.
Secretary General of the European Food Law Association. Vice President
of the International Wine Law Association. She is a Member of the
International Bar Association and is the author of many articles
and Conferences related to European Food Law.

Dirk Detken
Deputy Director of Legal Affairs
In his capacity as Deputy Director of the Legal Department at EFSA
Dirk Detken shares the responsibility of maintaining a legally sound
environment in compliance with Community law for all EFSA activities.
He is specifically involved with questions emerging from EFSA's
scientific operations in the Panels/Scientific Committee and the
respective EFSA secretariats. This covers areas as the legislation
on regulated substances, the legal framework on confidentiality
and transparency obligations and the rules linked to the operations
of the scientific panels.

Prior to joining EFSA in April 2004 he was legal advisor at the
European Medicines Agency (EMEA) in London with focus on authorisation
procedures for veterinary medicinal products. In an earlier appointment
he worked as a lawyer at the Brussels's office of the German Federal
Bar and as an assistant to the MEP Dagmar Roth Behrendt in the Committee
for Environment, Public Health and Food Safety at the European Parliament
in Brussels/Strasburg.
He has studied in Berlin, Bonn and Lausanne.

Ron Dwinger started work as a veterinary practitioner in Kano,
Nigeria, in 1977 as part of a Dutch program assisting developing
countries. Subsequently, he has worked for more than 20 years as
a veterinary scientist on tropical animal diseases and veterinary
epidemiology in projects in Kenya, The Gambia, Costa Rica, Argentina
and Austria. The work resulted in many scientific publications,
including a PhD thesis on trypanosomiasis.

When he returned to The Netherlands in 2000, he joined the National
Inspection Service for Livestock and Meat, which is part of the
Ministry of Agriculture in The Netherlands. The Ministry sent him
in 2003 on secondment to the Directorate General of Health &
Consumer Protection of the European Commission to assist as a legislative
officer with the drafting of implementing measures as part of the
new food hygiene Regulations.

in European Law (LL.M.) at the London School of Economics.

Andreas Kadi graduated as Master of Science in Food Chemistry from
the Natural Sciences Faculty of the University of Vienna in 1991.
In 1995 he earned a Master of Business Administration degree from
the Open University Business School in the United Kingdom.
Since 1994 he is working for The Coca-Cola Company in Vienna and
Brussels, currently as Director Scientific & Regulatory Affairs
for the company’s European Union Group. He is also managing
director of Coca-Cola GmbH in Austria.

|
His main interests are food regulatory aspects of product and packaging
development including all aspects of food labeling and claims, role
of beverages in the diet and recycling of packaging materials. Previous
employments include applied engineering and product development
for plastic compounds and plastic packaging.
He is a member of several professional organizations including the
Royal Society of Chemistry, a Chartered Chemist and a Chartered
Scientist. He also serves in the Austrian Food Book Commission (Codex
Alimentarius Austriacus) and on other committees of national and
international industry and scientific associations.
Andreas Kadi chairs the Claims Task Force of the European Food and
Drinks Federation CIAA and is a vice president of the European Beverages
Association UNESDA. He is a certified civil engineer and an accredited
and sworn in court expert in Austria, and an authorized food expert
according to Austrian food law. Previously he also served as a board
member of the Austrian Nutrition Society.

Bill Knock is currently
responsible for co-ordinating the Food Standards Agency's EU and international
activities and strategy. Until July 2006, Bill was the Deputy Head
of the Food Standard Agency's Nutrition Division. His main focus was
on negotiating the two proposed EC Regulations on nutrition and health
claims and the addition on nutrients to food. During the UK Presidency
of the EU he represented the EU, with the EC Commission, at the November
2005 meeting of the Codex Committee on Nutrition and Foods for Special
Dietary Uses. |

Before joining the nutrition side in September 2006, Bill was temporary
head of the Agency's Chemical Contaminants and Animal Feed Division,
where he had responsibility for two branches which dealt with chemical
contaminants as well as the Incidents Response Branch and the Animal
Feed Unit.
Bill led the Animal Feed Unit until 2003. Prior to the establishment
of the Food Standards Agency in April 2000, he headed a branch in
the Ministry of Agriculture, Fisheries and Food (MAFF) dealing with
the composition and labelling of animal feeds and fertilisers. Before
1991, Bill worked within MAFF in a number of areas including food
standards and animal welfare.

Since 1997 professional experience in a business federation representing
the “German Food Chain” (Industry, Retailers, Industry
and Retailer Federations, Lawyers, ...) on all food-law-related
issues. Main responsibilities concern “Lobbying”, “Representing
Members’ Interests” and “Counselling of Members”.
As head of Brussels office responsible for lobbying activities towards
EP, Commission, German Permanent Representation and European industry
federations and communication towards press; “Lobbying”
activities focussed on general food law, food labelling, allergens,
nutrition and health claims, fortification, GMOs.
“Representing Members’ Interests” on the mentioned
issues also towards German government when European law is transposed.
“Counselling of Members” focussed on general food law,
food labelling, allergens, nutrition and health claims, fortification,
GMOs and novel foods, organic foods and all questions related to
product development.
Other responsibilities include organisation of seminars and events
targeted at members and/or public and authorities.

B.M.J. van der Meulen
(Bernd) was born on Queensday (April 30) 1960. He studied law (1984)
and governance sciences (1986) at the Free University [Vrije Universiteit]
in Amsterdam. He taught constitutional and administrative law at several
Universities in the Netherlands. He practised as a lawyer for five
years and worked at the Netherlands' Competition Authority for four
years lastly as litigation officer.
Currently he is Professor of Law and Governance at Wageningen University.
The Law and Governance Group focus their research and teaching on
the legal and socio-legal aspects of natural resources and the agro-food-chain
(see www.law.wur.nl). |

Bernd van der Meulen is director of the European Institute for Food
Law. This institute is active in research and dissemination of information
on food law (see www.food-law.nl).
He is also President and co-founder of the Dutch Food Law Association

Hilary specialises in
EU and UK Regulatory compliance issues for foods. She has extensive
experience in relation to compliance and marketing regimes for a broad
range of food products including functional foods, PARNUTs, food supplements,
herbals as well as genetically modified and novel foods. This includes
significant experience in preparing applications for marketing authorisations
for novel foods and helping companies launch their products across
the 25 EU Member States. |
|
Hilary provides advice to all food industry sectors including importers,
distributors, manufacturers, caterers and retailers. She provides
strategic advice on HACCP, safe-assured catering and due diligence
systems. In addition she provides advice on composition, labelling,
packaging, menu claims and advertising.
Hilary has extensive experience in defending prosecutions for non-compliance
issues. She represents clients at PACE interviews, liaises on their
behalf with local authorities, the Food Standards Agency and LACORS.
Hilary defends clients in relation to a wide range of matters, including
hygiene infringements, outbreaks of food poisoning and claims on
menus.
Hilary is recognised by the Chambers Guide to the Legal Profession
as the leader in the field of food law. She authored a report for
Monitor Law Press called Novel Foods: A Guide to the Law &
Technology of GMOs in Europe. She has contributed the concluding
chapter to Food Law International and wrote the chapter on food
law for Work Place Law Handbook. She frequently writes and
speaks on food safety matters in Europe as well as North America.
Hilary is a committee member of the Food Law Group, the European
Food Law Association and is an affiliate member of the Institute
of Food Science and Technology. She is recognised as a Leader in
the Field by the Chambers Guide to the Legal Profession.

Christine Stix-Hackl was elected First
Advocate General at the ECJ on 6 October 2005 by a body consisting
of all 25 Judges and eight Advocates General of the Court. Since 7
October 2000, Christine Stix-Hackl has already been employed as Advocate
General in the service of the ECJ in Luxembourg and she supports the
Court in the fulfilment of its duties with the presentation of conclusions
or preparation of judgments, among other things. |

After obtaining a law degree from the University of Vienna and
post-graduate studies in European Law at the College of Europe,
Bruges, Stix-Hackl became a member of the Austrian Diplomatic Service
in 1982, where she worked as an expert on European Union matters
in the office of the Legal Adviser to the Ministry of Foreign Affairs
from 1985. After one year with the Legal Service of the European
Commission, she returned to the Ministry of Foreign Affairs as head
of the Legal Service – EU from 1992 to 2000. After her participation
in the negotiations on the EEA and on the accession of the Republic
of Austria to the European Union, Stix-Hackl also became the Agent
of the Republic of Austria at the European Court of Justice from
1995. In 2000 she was appointed Austrian Consul-General in Zurich.
The European Court of Justice is the Supreme Court, i.e. the court
of last instance in Europe. It is responsible for ensuring that
European law is respected and guarantees compliance with and uniform
interpretation of Community law. The European Court of Justice rules
on disputes in which Member States, Community organs, companies
and private individuals may be involved. The ECJ consists of 25
Judges and eight Advocates General. The Judges are appointed by
the governments for a six-year term of office, whereby renewal of
the term of office is possible.

Victor A. Tutelyan graduated from
the Moscow Medical Institute in 1965.
He is an academician of the Russian Academy of Medical Science and
has been the chief secretary of its Presidium since 2000.
Currently, Mr. Tutelyan is the head of the Institute of Nutrition
of the Russian Academy of Medical Science.
From 1980 to 2000, Mr. Tutelyan was the Deputy Director of the Institute
of Nutrition of the Russian Academy of Medical Science. |
