The members of the EFLA have other occasions as well to meet together
and jointly to improve their knowledge of the European food sector.
In addition to the working groups and Congresses which we have already
spoken of, seminars and information meetings are also organised
at shorter intervals. They depend most often upon the initiative
of a national section, and can have a national or an international
range. Here are some of the most recent:
15 October 2007, Brussels
Mrs Olga Solomon and Mr Wim Debeuckelaere, from the DG SANCO, European
Commission spoke about the "Food additives, food enzymes and
food flavorings" Package.
11 June 2007, Brussels
Mr Hans Ingels, from DG Enterprise and Industry, European Commission,
spoke about the new draft proposal on Mutual Recognition, which
is included in the "New Internal Market Package for goods"
which was issued on February 14, 2007.
11 December 2006, Brussels
Mr. Daniel Guéguen, Chief Executive Officer of CLAN Public
Affairs and Executive President of the European Training Institute,
gave an introduction to comitology and its impact on legislation.
Mr. Gregor Schusterschitz, Head of the Legal Department of the Permanent
Representation of Austria to the EU, spoke on the new "Regulatory
Procedure under Scrutiny" as foreseen in Council Decision 2006/512/EC.
12 June 2006, Brussels
Mrs. Päivi MANNERKORPI from the Food Law, Nutrition and Labelling
Unit of the European Commission/DG Health and Consumer Protection
gave a speech on "Novel Foods".
20 March 2006, Brussels
M. Paolo CARICATO and M. Ronald DWINGER, both from the Hygiene and
Control Measures Unit of the European Commission gave a speech on
the "Hygiene Package".
28 September 2005, Brussels
Mrs Marie-José JONCZY from the Legal service of the European
Commission spoke about the judgement of June 9, 2005 [HLH Warenvertriebs
GmbH (C-211/03) et Orthica BV (C-299/03 et C-316/03 to C-318/03)
v/ Bundesrepublik Deutschland]. Mrs Marie-José JONCZY was
representing the Commission at the Court in that case which deals
with the respective definitions of foodstuffs and drugs.
01 June 2005, Brussels
Mr Luis GONZALEZ VAQUE, Adviser at the DG Market, gave a speech
on "the application of soft law in the food sector", having
for reference the Communication of the Commission on the interpretation
of Regulation 178/2002.
Mr Minas KONSTANTINIDIS, member of the Commission Legal service,
was also invited.
21 April 2005, Brussels
Mr Luis GONZALEZ VAQUE, Adviser at the DG Market, European Commission,
has give a speech on the theme: "How to inform the consumers
about the origin of the products", especially in view of 33rd
CCFL Codes Session from May 9 to May 13, 2005.
8 June 2004, Brussels
Mrs Claire DURAND, Legal Principal Advisor in the Legal Service
of the European Commission was invited to give a speech on "The
Free Movement of Foodstuffs".
25 November 2003, Brussels
Mrs Diane B. Mc COLL, American lawyer from HYMAN, PHELPS & McNAMARA,
in Washington D.C. made a speech on the new "FDA's Final rules
on Food Facility Registration and Prior Import Notification"
(Bioterrorism Act).
And Mrs Marie-José JONCZY-MONTASTRUC, Head of Unit at the
Legal service of the European Commission, in charge of food law,
was specially invited to give a general presentation on "the
last developments of food law with an emphasis on the legal aspects
of traceability and liability".
22 September 2003, Brussels
The Workshop was a presentation of the EFSA (European Food Safety
Authority) from the point of view of the European Commission.
Mrs Jeannine VERGNETTES, principal administrator, unity D5 Relations
with the EFSA, General Directorate Health and Consumer Protection
of the Commission, was invited to participate in this meeting and
to give a speech on this topic.

A Workshop on Current Draft Regulations on Health Claims. Ms Angela
BARDENHEWER, from Commissioner BYRNE's Cabinet, was invited to participate
in this meeting and to give a speech on this topic.

A review of the role that the Association could play in the Codex,
the meetings in which it has already participated and the positions
presented.

A Workshop on the European Food Authority and related food law issues
currently before the European Parliament was organized by EFLA.
Mr Phillip WHITEHEAD, Member of the European Parliament, kindly
accepted to participate in this Workshop.
24 September 2001
A Workshop on the precautionary principle was organized by EFLA
in order to review its position, namely after the Codex Commission
meeting of July 2001 in Geneva.
Mr BELVEZE, from the Commission, kindly accepted to participate
to this Workshop.
3 April 2001
EFLA organized a Workshop on the Proposal of the Commission for
a regulation laying down the general principles and requirements
of food law, establishing the European Food Authority and laying
down procedures in matters of food safety COM (2000) 716 final.
Three sub-groups were created in order to examine and comment the
provisions of this Regulation Proposal relating to definitions (sub-group
I), to general principles and requirements of food law (sub-group
II) and, finally, to the European Food Authority (sub-group III).
This Workshop was the occasion to discuss more deeply the Regulation
Proposal of the Commission and the present to the officials of the
Directorate General SANCO of the European Commission, among those

this document.
